PRRAC Update (July 12, 2012): Successful dual language immersion schools; tracking federal progress on civil rights

Dual Language Immersion Models in Massachusetts:  “Have We Learned Our Language Lesson?” is the latest publication from the One Nation Indivisible project.  This profile shows exemplary results from a group of culturally and linguistically integrated dual immersion schools in Massachusetts that include English Language Learners as full and equal participants in the educational process – a model for diverse magnet schools in other states.

Federal support for school diversity?   One of the first publications to come out of the recent National Conference on School Diversity is the NCSD’s Status Report on Federal Support for School Integration – providing a comprehensive summary of the Department of Education’s programmatic and funding support for school integration in nine key program areas, along with budget summaries from 2011-13.  This status report will provide an important baseline for advocates seeking a stronger commitment to school diversity in the next four years.

Slow progress on LIHTC:  We have continued to press the Treasury Department to issue long overdue Title VI and Title VIII regulations to guide state housing finance agencies and owner/developers in their administration of the Low Income Housing Tax Credit, our largest low income housing development program. Time is running short in the current presidential term for issuance of these important rules. See our latest coalition letter here.

Health outcomes and segregation in New Orleans:   The Joint Center for Political and Economic Studies and the Orleans Parish, LA, “Place Matters” public health team recently released a report documenting how neighborhood social and economic conditions in New Orleans powerfully shape racial and ethnic health inequities in the city.  The report, “Place Matters for Health in Orleans Parish:  Ensuring Opportunities for Good Health for All,” finds that persistent racial and class segregation is an important driver of poorer health outcomes for the city’s non-white and low-income residents.“Tracking American Policy and Poverty”: As part of a conference earlier this week marking the 50th anniversary of Michael Harrington’s “The Other America,” Demos has put together a very instructive, interactive web feature on poverty in America – see www.trackingpovertyandpolicy.org.
