Creating Balance in the Locations of LIHTC Developments: This new report by Jill Khadduri examines the role of state “qualified allocation plans” in influencing the location of new affordable housing tax credit developments in high opportunity communities, and the importance of coordinating housing investment in lower opportunity communities with broader community planning, including other forms of non-housing investment. This report is a more in-depth followup to our 2008 report that surveyed “best practices” in state qualified allocation plans around the country.
