Proponents said they believe so-called “legal source of income” laws are an issue of property rights and can burden landlords who don’t want to accept federal housing choice vouchers. Des Moines, Iowa City and Marion have ordinances requiring landlords to accept the vouchers, according to the Poverty & Race Research Action Council.
