The Poverty & Race Research Action Council (PRRAC) seeks a Senior Policy Counsel/Director of Advocacy to help advance PRRAC’s housing and education policy agenda, including our priorities in promoting racial equity, inclusion, and diversity in communities and schools, and the right to housing. Duties will include legal and policy analysis, representing PRRAC in meetings with Congressional and federal agency staff and with our coalition and community partners, drafting policy briefs and other publications, collaboration with PRRAC staff, including policy, communications, and research staff, and engagement with PRRAC funders. We are seeking a creative individual with significant relevant experience, ability to independently plan and implement an advocacy strategy, and a passion for civil rights and racial justice.
• Play a key role in developing and driving PRRAC’s strategies to advance our national policy agenda; represent PRRAC positions to policymakers and their staff.
• Represent PRRAC and gain input on PRRAC positions with national coalition and grassroots partners.
• Develop and disseminate policy and advocacy resources; work with communications staff to bring policy positions to the public.
• Provide strategic advice and guidance on the development of PRRAC national policy priorities in collaboration with staff and board.
• Work with state and local advocates, organizers, and practitioners to formulate strategy around policy campaigns that connect to national policy priorities; help to translate national efforts to state and local partners.
• JD degree with at least eight years of policy or legal advocacy experience;
• Experience working in legislative or agency advocacy;
• Aptitude and appetite for detailed regulatory and policy analysis and the ability to master complex areas and present them persuasively, with working knowledge of state and federal housing and education policy an asset;
• Exceptional written and oral communication skills and ability to communicate well to a variety of stakeholders, including policy experts, media and community residents;
• Demonstrated capacity to identify and build relationships with diverse audiences;
• Experience working in low-income communities;
• Strategic long term thinker with an ability to anticipate challenges as they arise;
• Ability to meet quick deadlines, and execute multiple tasks simultaneously;
• Willingness to work in a collaborative team-based environment;
• Experience with supervision and support of junior staff;
• Ability and willingness to travel;
• Experience working with community organizing groups, tenants groups, unions, or other base-building groups and their constituencies;
• Experience and comfort working as part of a multidisciplinary team, able to contribute based on expert knowledge or otherwise, as needed
• Commitment to advancing economic, racial, and gender justice.
Background on the Poverty & Race Research Action Council
The Poverty & Race Research Action Council is a non-profit civil rights law and policy organization based in Washington, DC. Founded in 1989 by major national civil rights and poverty law organizations, PRRAC’s primary mission is to help connect advocates with social scientists working on race and poverty issues, and to develop innovative approaches to structural inequality issues. Our current work is focused in the areas of housing and education, with a particular emphasis on the causes and consequences of housing and school segregation, and appropriate remedial strategies. In addition to national-level law and policy research and advocacy, we are engaged in local technical assistance work in multiple cities. PRRAC supports the National Coalition on School Diversity, a coalition of almost sixty groups, and we are an active member of the Mobility Works technical assistance collaborative. Salary and benefits: Salary is consistent with senior public interest policy positions in DC, based on experience. PRRAC also offers an excellent benefits package, which includes 3-4 weeks of annual paid vacation; additional paid holiday leave between December 24 and January 1; 3% employer contribution to a retirement account after six months of employment; and a choice of generous individual health insurance plans.
