Greater Boston Legal Services has been documenting the structural relation-ship between foster care placements, homelessness and race in Massachusetts. GBLS research is also related to a similar effort on the part of the Children's Defense Fund (see above).

The GBLS research is designed to assess the extent to which children of color are disproportionately represented among foster care placements and the incidence of families of color dispropor-tionately numbered among the homeless. Through separate legal action, GBLS will attempt to compel the Massachusetts Department of Social Services to reveal their data sample illustrating the extent to which families of color are among the homeless caseload. In addition, GBLS recently supported introduction of a bill in the Massachusetts legislature that would allow use of foster care funds to support a housing subsidy that would enable families to remain together.
