Through case analysis of its intake docket, the Student Advocacy Center has conducted research on the imple-mentation of Michigan and US special education laws to determine the accessi-bility and availability of channels for participatory action among parents of adolescent school children in education policy and decision-making. Results in-dicate there is a significant discrepancy between the intent and the outcome of special education provisions, especially as far as parent input is concerned.

SAC's research has provided an op-portunity to both inform and organize parents about educational equity and treatment issues. They have encouraged parents to contact their representatives in the Michigan legislature to comment on equity implications of discipline prac-tices, instructional grouping practices and education programs.
